The Soul of the #NewMachine Human Rights Conference Recap from a Madagascar Viewpoint

On May 4-5 2009, the Human Rights Center at University of California Berkeley organized the Soul of the New Machine Conference on Human Rights, technology and new media to share best practices and develop new strategies for incorporating technology to address human rights abuses. A few partners and friends were part of the panel of presenters, among them Ken Banks of FrontlineSMS, Erik Hersman of Ushahidi and David Sasaki, director of Global Voices Outreach program, Rising Voices.

I will go into further details later on how these three organisations have been of tremedous help in documenting the multiple acts of violence during the Madagascar crisis but for more info now, here is an interview by Solana Larsen of Tahina, one of the manager of the foko-ushahidi platform in Antananarivo, Mg.

A New York Hub for the conference was also organized by Cristina Moon and she graciously invited Foko to present their work at the brooklyn location.

As you know, Foko primary mission is to document the everyday lives of Malagasy citizens and local agents of environmental change, not record potential human rights violations by their government. Yet, the ongoing crisis decided otherwise for the time being. The hub was a great opportunity to meet and learn first hand from Human Rights activists present at the event.

The presentation went over the background of the crisis, the known human rights violations that were documented since January 09, the use of new media by tools by the dynamic new media users’ community in Madagascar (both related and non-related to Foko) and the obstacles for more extensive reporting of current events. We also posit that among all the past and current human rights violations in Madagascar ( military repression, limited freedom of speech, arrest etc..) the most glaring offense in our views is the 400,000 people (mostly children) currently at risk of hunger in the South because the political deadlock prevents an effective response.

The fact that Foko is present in 5 different regions of Madagascar is important but still insufficient to provide comprehensive reports from all the regions of a nation twice the size of Great-Britain.

The Conference had a specific emphasis on data accuracy, fact-checking and the use of mobile reporting. Michael Ferola present at the NY hub, has been very kind to offer an analysis of the entire database collected on the foko ushahidi platform. We are evaluating a way to measure the quality of the data and present them in an effective manner.

However, here a few important reviews made at the conference:

1)On the panel “PDAs and Phones for Data Collections”, speakers discuss the potential of mobile reporting for providing additional information during humanitarian crises in developing countries. For more info, here is the notes from Erik’s talk at the conference and a post on Kiwanja website on how FrontlineSMS was used in the film “The Reckoning”.
No groundbreaking news here so I will take this opportunity to describe the collaboration with mobile technology experts and thank the people at FrontlineSMS and Ushahidi who worked with us overnight to get the platform ready for sms reports as soon as possible.

As Tahina explained, there were a few obstacles to overcome but FrontlineSMS developpers ( Alex Anderson, Carlos Genz and Ken Banks) provided timely technical support and sped up the release of a new version they were working on to take into account the urgent need for an SMS/computer interface for the Madagascar crisis. We cannot thank them enough for helping us establish the first project to collect SMS reports directly onto a computer via the intelliSMS software.
The Ushahidi team was also tremendous in setting up the platform quickly and showing us how to modify the interface to allow for the translation of key words, categories and timeline.

2) on the panel “Blogging Human Rights”, David Sasaki spoke about the internet tools used to shine a light on issues that media often ignored. He also explained the importance of giving people on site during the opportunity to tell their stories in their own words and stop using proxy as voices for the oppressed. He also emphasized the importance of translation in breaking the “echo chamber” and reaching new audiences about issues that most people are not familiar with. A case in point for this statement that is related to Madagascar is the online petition for Razily, a protester who was arrested on March 28th for flag theft and who has not been heard of since then. The petition has now reached moe than 500 signatures in a week thanks to media attention in different languages (ny marina momba ny Razily news2dago, Madagascar-Tribune, Ethan Zuckerman, Jillian York on Huffington Post and Madagaskar-Vision.de) For the ultimate comprehensive resource on translation and new media, read Chris Salzberg’s thesis on the lingua GV project. Finally, David also emphasized the importance of addressing the safety of citizen journalists

In short, the conference was a reminder that supporting the development of new media users and communities in developing countries is a worthwhile endeveaor, especially considering their added value when a crisis situation breaks out.

What’s up in Tamatave and Fianarantsoa?

Antananarivo is currently the stage of dramatic events involving the Malagasy army and the politics, Foko bloggers are constansly under alert on Twitter and genereously analyzing the situation (with their personal perspective) on their own blog.

But the provinces bloggers also actively reported on manifestations which in Tamatave (seemed to) turn into riots as well this last few days. Jaona who is in charge of implementing the Foko Blog Club in Fianarantsoa repared his camera after he nearly lost it to rioters in January . This incident shows the same dangers Citizen Journalists are facing when getting facts from the ground. Patrick also lost his cellphone when caught in the middle of manifestations in Tanambao streets in Tamatave. This is why we welcome so cheerfully the Ushahidi project which will help them bring their news safely and being sure that someone will read their content.

As part of its formative activities for the transfer of technological knowledge in French-speaking developing countries, the International Organization of Francophonie (Organisation Internationale de la Francophonie) through its Specialized Institute and the Malagasy Association of Open Source Software Users (AMUL) organized a workshop seminar on next-generation web technology for the Indian Ocean.

The OIF delegated the organization of the seminar to AMUL, who hosted this edition that started last Monday.

About 20 participants, web developers, university professors, college students and web professionals attended the workshop at the University of Antananarivo and were expecting a lot of this Ajax /Web 2.0 marathon training.

Douglas MBIANDOU led the workshop. He is a 31 years old computer engineer from the school of INSA Lyon. He is the technical director of the company Objis and also Chairman of the Club of Digital Solidarity.
Douglas MBIANDOU plays an important role in the development of materials for Francophone Africa thanks to his training at Objis. We will soon be a hundred Africans to have received free training thanks to his educational activities (“that’s 2500 Euro tax not included” my buddy says, smiling)

Originally from Cameroon, He travels between Paris and Dakar to try to minimize the digital gap between Francophone Sub-Saharan Africa and the rest of the world.. He already trained regions in West Africa and Central Africa in web 2.0and now he does it for the Indian Ocean.

The classes were loaded with information and helped us understand the bases of Web 2.0 (from a developer perspective), optimizing products to the fullest thanks to various very useful tools and links that were made available to everyone. –To quote Patson famous phrase “ça c’est CADEAU “(and that is free GIFT)

As far as the participants I was looking forward to meeting, they were nice and showed a lot of solidarity. most of them are members of AMUL, four of us are from the company ORCHID-Systems (A company specialized in publishing softwares for microfinancing, and the first Malagasy company of its kind in this field), three more were from e-saina (a company specializing in the development of open source software and network installation). I also recognized the Malagasy blogger Andry Hialy aka Za Gasy which is both a member of the AMUL office and one of the most diligent student at the workshop.

We all hope to use what we have learned for development of the country. Personally, I hope to strengthen the training capacity of the Foko Blog Club and the development of FOKO. So many thanks to the Francophonie !

Lately it has been quite difficult to catch up with the blog posts from FBC, particularly from Majunga. We apologize (euh…Joan) for it after weeks of motivational and inspirational mails, calls and encouragements we made for them. Thre is also another reason …The contest which will end this Saturday the 26th has put every member to publish their first 6 posts to join. A digital camera and dizains of connexion hours are waiting for them on Monday 28th after the happy juges finalize their decisions. These pro bloggers have the very easy task to post a comment on each FBC blog. With 21 blogs and now more and more updates each week, it has became an necessity to “profile” our members (we’ll also put notes identifying them on our Flickr album). You can also find the tutors bio on this page (soon)and congratulate them for their tremendous work ! We’re currently training 4 groups from 3 to 10 members in each. We spent the 6 first months of FBC in blogging initiation workshop. Now that the groups are formed and trained, we’re working on developing everyone’s Citizen Media (inner) skills. We also want to thank the entire Global Voices Online and Rising Voices community for their inconditional support !!

Avec 21 blogs and de plus en plus de mise à jour, il est devenu capital de faire un profil de nos membres (nous avons essayé de les tagger sur l’album Flickr). Vous pourrez aussi trouver bitentôt la bio des tuteurs sur cette page et les féliciter du super travail qu’ils font tous ! Nos groupes sont formées de 3 à 10 membres chacun. Les 6 premiers mois du FBC étaient destinés à l’initiation au blogging. Maintenant que la plupart des membres ont obtenus les bases, nous tenterons de développer leurs talents “cachés” de Média Citoyen. Nous voulons aussi remercier les communautés de Global Voices Online et Rising Voices pour leur soutien inconditionnel!

FBC MAHAJANGA

Lomelle is a Slam Poetry aficionada who loves writing and is studying at the School of Journalism.By the end of the workshop we knew she became one of our most promising members. We have great expectations from this group since Mahanjaga region is one of the richest of the country economically and culturally. Because they are at the same level as the FBC-Toamasina, they already started to build the fundations of Foko Blog Clubs Madagascar network ! Check at their pictures on our Flickr Album.

Lomelle doutait un peu de l’importance du blogging. Cette fan du Slam adore écrire et étudie actuellement à l’école de Journalisme. Mais à la fin de l’atelier, nous savions qu’elle était devenue une des nôtres. Le groupe de Mahajanga sera le plus prometteur de tous car cette région riche économiquement et culturellement a beaucoup de choses partager. Comme les groupes de Toamasina et Mahanjaga ont débuté à peu près au même moment, nous pouvons dire que le réseau national des Foko Blog Clubs a bâti ses fondations !

FBC CPO (Club for UN)

The heads of Antananarivo high school associations have weekly meetings at UNIC (UN Informations Center) where Hery is working. Karenichia is blogging in three languages and shares her very matures reflexion on youth lifestyle in Madagascar. Pati her collegues from Jules Ferry high-school are the ones who accepted the Film your Issue challenge. With the load of school work, CPO activities and teenager life, we’re trying to find activities that will introduce them to Citizen Media. Our first try will be the Film your Issue Contest.

Les chefs des associations de lycéens d’Antananarivo ont l’habitude de se retrouber au CINU qui est aussi le lieu de travail de Hery. Karenichia bloggue dans 3 langues et partagent ses très mûres réflexions sur la vie des jeunes à Madagascar. Pati et ses amis de Jules Ferry vont participer au concours Film your Issue, une activité qui pourrait les intéresser au Média Citoyen.

FBC TOAMASINA

This new group came from a discussion between Foko and a friend of ours working at an International company based in Toamasina. We’ve heard a lot about the Ambatovy mineral project and the environmental issues . The group will also try to bring interest to the city with the help and support of the members of the English Club and Spotlight (we’ll tell more about this partnership). What we know so far from Poupoune, Lafatra and Faliniaina is that they were really motivated when blogging one their own but FOKO has promised to give a complete Citizen Media training.

Nous avons eu l’idée de créer ce groupe après avoir discuté des problèmes environnementaux que les grandes exploitations de Toamasina pourraient causer. Les membres vont donc tenter d’apporter des nouvelles avec l’aide des membres du Club d’Anglais et de Spotlight (dont nous parlerons plus tard). Ce que nous savons de Poupoune, Lafatra et Faliniaina c’est leur très grande motivation à poursuivre l’activité mais nous leur avons promis une formation complète.

FBC TANA (Antananarivo)

Avylavitra is living in a working-class neighborhood of Antananarivo. FcCandy is a 13 year-old blogger who represent the young members of Namana Serasera and is now passing her BEPC exams (National final exam for the junior high school students). She writes stories in Malagasy about funny events that occured on her way to school.
Sasa, Limahl…are also from the 30 000 Namana Serasera Community ! With members from every corner of Madagascar. What is interesting about this group is the existence of a Wordpress based plate-form completely in Malagasy (note from Joan : “I’ve improved my Malagasy just by posting at blaogy.com, so it works”). Many bloggers of blaogy.com and blaogy.org are already members of the “commenting” comitee waiting for the new bloggers.

Avylavitra nous livre un super reportage chaque semaine. FcCandy du haut de ses 13 ans prépare son examen du BEPC et rédige des anecdotes sur ce qu’elle voit en rentrant de l’école. Sasa, Limahl….font partie des 30000 membres de la communauté des Namana Serasera! Et en plus ils sont présents dans toute l’île. Les membres de notre comité de commentateurs, des bloggers pro de blaogy.com, font un super travail dans le soutien des petits nouveaux.
